I blame both to an extent, but, I'm more sympathetic to those who take loans because, even though they would likely be better off avoiding loans, I can understand people panicking and taking a loan when faced with a financial crisis, such as a threat of losing one's house due to suddenly losing one's job, or a threat of themselves or a loved one being thrown into jail due to being unable to afford to pay child support.
Many people don't make perfect decisions when they're in such a situation, so I don't like to be too hard on them.
