I'm not a biologist, but AFAIK, your pattern of neurons changes to represent that electrical impulse. By analogy, the electrical impulse doesn't sit in your brain waiting; instead
the wiring of your brain is changed. When you run a current through the revised 'brain circuit', it comes out as something very much like the original electrical impulse.
