Its not difficult to do really, in my cases I just meditiated for a few years very intensively and after a while noticed that I could just hear out of focus peoples minds talking to themselves. After another couple of years I couldn't just hear it I could hear it quite loud and clear. The big question for most people that I have is do you really want to hear it? The human mind is a very complex thing and if a person has problems with dealing with other peoples day to day egocentricities then hold onto your pants because hearing others thoughts and conversing with their subconcious is one hell of an eye opening ride, Freud would have had a field day.
