I agree, drinking water is good.
I read somewhere that when you are dehydrated, your body start to store water in weird places (like under your eye), this could be the cause of your bags.
Anyway I'm sure drinking water will help somewhat because I used to have bags under my eye too but now it isn't so noticeable.
How much do you sleep?
This may sound weird but it might also be because you sleep too much. I read in a book called "counting sheep" or something like that. It said that there used to be a theory that Rapid Eye Movement is to stir your eye fluid so it doesn't dry out/build up or something like that. So it might be because you have a build up of eye fluid.
