I think this is a great idea.
I agree with Lauxa though-- test out your idea first...and try it on your own rugby team, so you can prove that it works. and then present these suggestions to other schools, asking them to join in the movement.
Also: I would try to make the email a little bit easier to read. No matter how good your ideas are, you need to present them in a clear and concise way-- otherwise, the reader will be confused and turned off.
Maybe you should try breaking it up into smaller paragraphs... and conclude with a simplified step-by-step list of things that they could immediately do. or a bulleted list of things that
you plan on doing, if they make the commitment. Even if you're just seeking ideas, I would edit it a little and clarify what exactly you want from the reader.
...and be sure to include more detailed contact information. I would at least include a phone number that they can reach you at, in case they have any questions or whatever.
This is a really good idea, though- so I think you should definitely pursue it.

Just play around with it some more, and make it more concrete.
