If I were you I'd head to Mt Maunganui. It has some decent surf spots, and they are experimenting with artificial reefs. The temperature does drop in winter, but less than some other places (I've surfed there in winter
). Less than half an hour away is Tauranga which is one of NZs fastest growing cities. Its not huge but I've always managed to find something to do there
