The Netherlands has Dutch Speaking clubs and English Speaking clubs coexisting peacefully. Personally this English club is the shortest traveling distance (still 4 hours travel time for 1 meeting) for me and I enjoy speaking in English (don't get that chance often) and want to get better at English pronunciation as well.
I don't know about Germany, haven't looked into that.
