You can't manifest somebody specific falling in love with you, because it might not be right for them. If he decides he wants to come back to you because he wants to be with you, and that's best for both of you, then that'll happen, but it won't if it isn't what's best for both of you - he might not want that to happen.
Why not try intending to find somebody with whom you can share a great relationship? If he's the right person for that, then he'll come zooming straight back to you. Or you might meet somebody new who's much better suited to you.
