They aren't independent. They pay each other for the amount of traffic that they let through (or try to give each other the same amount, so that the balance is zero).
There is no "the internet". A packet has simply to travel through multiple third party companys. It's like:
Your typical network-----------"independent" ISP-------Third party backbone provider-------other third party provider ---- other third party provider----the ISP of the internet side in question----the server on which the site is hosted
