There is no destruction, and, if that is so, then there is no creation. So, there is a just a rearragement, or transmutation, of energy, which is eternal.
The perceiver perceives. Whether you interpret what you perceive as creation or destruction, is entirely up to you. And so, it is entirely subjective.
