Matt .css means that it is a cascading style sheet file which is a necessary part of telling the html design what to do, but nothing to do with showing anything in the design view. When you downloaded the website template there must have been other files including an .html or .htm one? The .html or .htm one would have references to the .css file, they work together (maybe there is a .php file, but I know nutting about .php except how to mess it up... hopefully others will be able to explain it better {blush}).
