Because your eyes and ears are the main validating senses we consider our consciousness is located when they cross paths which is inside your head, hence we think our thoughts are inside our brains/minds.
It's a cunning illusion, but present moment awareness is more of an energy being/field rather than the thoughts inside your head or where ever you may be able to project them.
A thought may instruct or direct the energy to be something, but it's not occuring inside your head. Remember that your entire body is a creation as well as everything inside present moment awareness. It's hard to see yourself when you're everything projected, but as the creative source is the one thing not able to be sensed via the 5 senses, then that's what and where you are.

The specific words you are using to describe what you think isn't quite resonating with me, but I think I see a glimpse of what you mean and I think we do agree at the understanding level even if we are way out of alignment in terms of how we describe what we understand.
I hope you do mean (or realize) that there still is a distinction between a "relative present moment awareness" and an "absolute present moment awareness". The difference is that the relative only allows you to experience certain portions of the absolute. For example, you know your own experience in detail, but not mine! I simply exist in your relative awareness as someone typing these lines... You have no clue who I am, what I do, what my thoughts are, etc.. The "absolute present moment awareness" includes the knowledge and awareness of
everything in the same way you know your own relative awareness and experience.
When/if your relative present moment awareness expands to become the absolute one, then and only then you can claim "consciousness is a container inside of which everything is". Until then, it has bounds and it does not include everything.
