Let's back up just a bit here.
Yes, money and other goodies are not living things and can't have anything remotely resembling freewill. But these sorts of things only come our way through the actions of people; that is, they don't just magically appear out of the air, or dust, or the bottom of the refrigerator. So they come to you by an act of freewill by another person, or group of people. It just so happens that LoA works in conjunction with their freewill to supply you with what you need without diminishing those who are supplying it to you.
Napoleon Hill writes of this in his book,
Think and Grow Rich. Essentially, he says that when you give more than you receive, the difference comes back to you multi-fold.
As for your example of the criminal act, that's something that I really don't have an answer for. But I hope that nobody would suggest that a rape victim somehow "attracted" such a violent and demeaning act upon themselves in any way.
