Then I think you may have pointed out one of the culprits, the procrastination issue. For instance, here we both are on the computer. Mine says 11:21. That is time most people should be settling down to bed. So....perhaps choosing a time and discipline are key.
If you work backwards from what time you need to be up and try to fit in 8 hours what bedtime does that give you?
What is your current bedtime? Try to go 15 minutes earlier each night until you reach your goal.
