It seems like the newsletter is inactive, and has never been started. Steve's reasoning seems to be, "why send an email out to a limited number of people, when I can just put it on my blog and reach an unlimited number of people?"
I signed up for it myself several months ago, but looking at it now, it doesn't seem like it would be as valuable as I originally thought it would be.
