For a new user, I would recommend the free WordPress at WordPress.com - you can always move to a custom domain, and your own host as expertise and need grows. WP has a massive user community, which means lots of templates, lots of plugins, lots of updates and lots of people who can help you if you get stuck.

Joomla is great if you want a more customised site, but it takes a fair bit of effort to get it setup right. I would only really suggest this for professional sites with specific content requirements. It can do anything, but it's harder to do it.
