I'm not sure if trying to blink more or not will help simply because it can be difficult to keep focused enough to try blinking more consistently. Can't hurt to try though. Otherwise, assuming it's dryness, artificial tears should help. It might just be your environment (I'm not sure about the light being too bright), in which case a humidifier might even help.

I'm guessing the problem is dryness because burning and watery eyes are two of the main symptoms, and since you only experience the problem when reading after awhile, I can't think of anything else it could be.

I'm not a doctor though; just someone with chronic dry eyes. If anything above doesn't work, and if it bothers you enough, you might want to see an eye doctor.
