Have you considered making a closed forum with a fee attached, similar to the ProBlogger forums or the paid version of the Warrior forums?
Those are the only forums I've ever seen that charge a fee to join, and I've never joined them so I don't know what kind of quality people they have in there. But it seems to me that having a small monthly fee (or perhaps just a one-time fee, since nobody enjoys monthly fees) would keep out a lot of the trouble-makers and riff-raff who bring in low-quality topics like "omgz my boy sed he likz anther girls!!! wat do I do?!"
I assume it would also keep the population down to a low count of only people who knew they would be active and participating regularly, not to mention making it easier on the moderators to keep out spammers and the like.
