Essentially, Steve is tired of managing a 47,000 tenant apartment building when he'd rather be playing the slots in Las Vegas. After that, he'll probebly play the slot

Maintaining that apartment building takes huge constant focus and attachment. So he's throwing the toilet plunger at that whiney old hag in #379 and kicking the dog that pees on the lobby floor. In a great Jack Nicolson moment, he dumps the dog into the trash chute on his way out the door.
