if steve had his inspiration from superman and batman and lived his life trying to be a super-human .. then yes I would say that his idea was bad at the time.
sure he has a plan to make a web business, but by no means is this making him a super-human.. its making him completely average at best. He is caught up in some fantasy which is making him neglect his business 50% of the time trying to be comic-book hero... and without any income what does he rely on? subsidized income? that's good for the economy...
