The issue is not learning to FTP. You will need to host your website on a server through a hosting provider. It typically works like this:

1. Register your domain name (URL)
2. Sign up with a hosting provider (GoDaddy, HostGator, etc)
3. FTP your files to the hosting provider

I think you are missing a step or two. Your landlord's ISP is just your mechanism for FTPing your files to the hosting provider. You wouldn't need to ask him for permission if he is letting you access the internet through his ISP.

You can certainly build out your website files using the tools you posted, but you may want to consider just using Wordpress as your content management system instead. It is a lot easier for newbies to stand up a Wordpress website than to code one from scratch unless it is very simplistic.
