By monopoly on force I'm mainly referring to the rulers using the military and police and not the police and military themselves. Like a monopoly in business, who has the control? CEO or employees? And i agree with your point that you can't accommodate all the people's wishes, which is why at least one group of people always object to government decisions. Human nature does not like to be told what to do but still wants to benefit without effort(for the most part). Anarchy in my opinion is a feasible solution to different preference that humans have.

Edit: For me as an anarchist , I'm perfectly ok with other people's opinions even if they endorse monoarchy, anarchy allows different opinions that are even against the idea itself, it's perfectly fine with anything people have to say.
