There are different types of governments, different branches and different activities involved in governments. I don't see why you would compare a student government that negotiates a universal bus pass with the city for its students to 'mafia-style' gangs. In securing that universal bus pass, they negotiate the terms and regulations under which the students are to use the passes. Why is this a bad thing?
