In theory the people would stop the group from claiming control of the land, and you are right about anarchy turning into a totalitarian system , it has happened many times in the past. But the people turned to anarchy in the state of fear which later turned into a totalitarian system. But in my opinion ,the only way for anarchy to work is in a state of love and philosophy.(Which can only happen if the people face their fears.)
