Oh that is an easy question. LOA is basically a skill and you have to learn and practise it. Some people are more skilled than others. That's really it.
Or is it that you find it difficult to accept that thinking is a skill? Consider creative writing; playing chess; solving an algebraic equation; legal analysis; financial planning; interior designing; Sudoku; business planning; project management; decision-making etc.
Of course thinking is a skill. All of the above are examples. Why would you believe that LOA is any different?
