All of this would be largely solved if nudism were standard policy in public places
That or let everyone who has been thoroughly screened (showing both weapons proficiency and mental stability) and given a license carry a revolver with glaser safety slugs (won't pierce an airplane hull) wherever they go. Shooting rampages tend to end much more quickly when other people are armed.
